It isn't,Millwalls owner does it every season,think they are just showing QPR how they could have fiddled the accounts,and got into less trouble.Bournemouth only got a £4.7 million fine as they said it wasn't deliberate,how can it not be ? You don't accidentally spend £38 million more than you earn.
