I think the Italian government invited people to submit plans to straighten it and the successful solution had something like a £1M prize a few years ago. It's purely a foundation, or lack of them, problem and the whole structure is sinking. I remember seeing it when it had lead weights fitted to one side in an attempt to level it up.
No, this was only a temporary solution. Another time they pumped nitrogen or something into the ground to freeze the soil, hoping that would stop it moving. I've also seen it with thick catenary type wires fixed to the opposite side to the lean. If my memory serves me correctly, there's not a half decent solution other than to knock it down.
