Why is it when I 'rep' you Dave, that I see no change in your 'rep power'?

Sorry to be a bore, Dave, I'm one of those people who likes to understand things - I can't even stand to have an appliance in the house I don't understand, at least in theory!
So, how did you get the final 66 and others didn't?
And, why do you and others in the 21.474m brigade continue to 'rep' each other?
