Perhaps they don't apply? I haven't seen any statistics on the ratio of black:white players (are we 'allowed' to say black these days?). but I suspect that the ratio of managers to players isn't that high either. I sincerely hope that the powers-that-be don't pick up on this and start to introduce quotas!
