Just googled it - John Titor. Obama passed a law the other day that gives America power to bypass Congress completely when declaring war or something.
This isn't the case; the power to declare war belongs to Congress alone, as enshrined in the Constitution. It would take a constitutional amendment to change that, and no such thing has been forthcoming. There is the War Powers Resolution, which allows the President to undertake (limited) military actions without a formal congressional declaration of war, but that has been on the books for forty years.
I've found what I was referring to - House Resolution 758. Think Congress has only actually declared war 5 times or something!
HR 758 is a pretty standard non-binding condemnation of Russia's actions; it provides zero additional war powers to the executive. For what it's worth, it's also entirely incorrect to refer to Obama as passing anything there...that resolution was introduced by House Republicans, who are a long way from Obama supporters, and passed with a massive bipartisan majority. The talk of Congress 'authorizing war with Russia' is a bunch of twaddle coming from the conspiracy-addled corners of the political spectrum...it does no such thing.
Doubt it very much ! This has been touted by some panic-stricken people for as long as i can remember and North Korea are still the same nut jobs as they were 60 years ago, nothing has changed and life goes on.
