Given the constraints of the European competition schedules, it does unfortunately make some sense. BUT I will forever continue to argue the whole competition would be better without the teams in Europe involved. Gives many other clubs a realistic chance to win a cup, and therefore they'd probably take it more seriously.

It is because of the expanded Champions League and Europa League schedules They now have 8 midweeks rather than the previous version which had 6. Those Matchdays are spread over 10 midweek slots.... there are 7 7 that have all of UCL, EL and ECL being played and then one each for exclusively UCL or EL or UCL. Therefore it was possible that if two European teams got drawn against each other it would not be possible to find a free midweek to play the league cup tie. This is simply the logistics behind the seeding, I still don't like it!
I still think you could wait, do the League Cup draw this weekend after the European draws so you know the European schedules and make sure teams where that could be a problem aren't drawn against each other.
