As an Englishman If I have a criminal record I would need to declare this at US customs , a quick check on interpol would flag me up if I lied and was in fact a dangerous criminal and subsequrntly refused entry. Somalia Lybia Iraq & Somalia certainly don't share criminal records with the US government. So they have absolutely no idea who they are letting in.
