Really takes something out of the group stage when (more often that not) the third place team from each group will qualify. A group stage to reduce 24 teams to 16 is a bit over the top.

I wonder if Godfrey might actually have a relatively good chance of going to the Euros as 5th choice CB. I think he’s likely to take 5 as a lot of people are saying that Gareth is going to play 3 at the back. Maguire, Stones, Mings, Walker are the most likely to be used in the CB options. Godfrey offers versatility to play either side or in the middle of the three.
Maddison is unlucky, I think he would have gone if the Euros were last year but this season Moun and Foden have been better
He definitely offers that flexibility across positions but 26 is a big squad. I think his inclusion in the provisional squad is acknowledging Godfrey's stellar season and letting him know he's on the England radar. Suspect he won't be in the 26 (but hope he is).
