It's the 13th year of the 21st century so Twenty Thirteen is fine and a lot easier to say than Two Thousand and Thirteen. We never said One Thousand Nine Hundred and Seventy Six did we or even Nineteen Hundred and Seventy Six. Twenty Thirteen it will be by popular usage is my guess.

Really! is that just possibly because we had a hundred years of 1900's and only 12 of 2000's. Twenty Thirteen is the first year of the 21st century that sits comfortably on the tongue using the shorthand and like it or not, it will gain currency. Trying to place some mathematical reason for your view will not wash. This is language we are talking about and that is simply about usage and is not based on logic. For example would you like to explain how logic or even reason comes into the phrase '**** Off!'
