Why is the whole world against change these days?
My suggestion is that we find ourselves a foreign owner of serious disrepute whose wealth is based on drug running and other nefarious activities and resubmit our bid to develop Ashton Vale. Tell all the ne-er do wells who opposed our previous application that we'll send them as many drug sniffing dogs as they want and I reckon they'll keel over and let us rub their tummies (not the dogs but the nimbies)
I figure if we confuse them to hell then they will back us and, let's be honest, their reason for quashing any commitment to the future is as confusing as anything can get.
