Without doing any research, I would have presumed that as cars are taxed to support the cost of maintaining highways, unlike cycles, that cyclists would be secondary users. I'm not sure what effective measures you have considered against car users to alleviate accidents on shared highways though As a keen cyclist, I support the viewpoint that cycle routes should be separate from car using roads. I choose to avoid cycling on roads personally, taking public transport when possible.
That's only partially correct, and even then only relatively recently. "Car tax" ring fenced for roads was abolished many years ago, and only partially reintroduced recently. The original 'roads' as we would recognise them, were created due to pressure from the cycling lobbies. Had they not been successful, it's unlikely that the motor car would have developed, as they couldn't handle the cart tracks. It's a simple fact that horses, pedestrians and cyclists have an absolute right to be on the highway, cars are only there conditionally.
But you’ll never fully segregate cars from bikes. Then there’s simply drivers that drive cars on roads dangerously, particularly where I live.

Isn’t it just one bloke’s study from 2007 that suggests more reckless behaviour from drivers when passing a cyclist with a helmet? Primarily lorry drivers, rather than car drivers and in a study that others think was fairly unreliable. Personally, when passing a cyclist, as I often do, I never look to see if there’s anything on their head.
Given that pedestrians are up to 3.5 times more likely than cyclists to be killed or injured in a road traffic accident, which doesn't include the multiple other ways pedestrians end up injured, shouldn't people wear helmets when walking? The helmet would be much nearer to being within its design spec for that too.
