Given that each men's squad must contain 16 to 18 players, which includes the four pre-signed players and the two wildcard signings, that means each side will be recruiting 10 to 12 players in the auction (including two overseas players each).
Of the total £2.05m per team, £950,000 is allocated to the four pre-signed players and £62,000 to the two wildcard signings. So that leaves £1.038m for the auction. My guess is teams will spend roughly £700,000 on four elite-level players each, about £200,000 on the remaining three players for their intended starting XI, and then the balance (eg £138,000) on either three or four more players.
In terms of those elite players, my dream scenario might be something like Vince, Cox, an international opener (any of QDK, Markram, Rickleton or Allen would be good) and Narine. But I think it might be a stretch to get all of them without blowing our purse to pieces. Cox in particular I suspect will fetch big money.
If any side can get their hands on a decent number of the "second tier" English players, they will be well placed to succeed. The guys who haven't made it as England players, but are clearly very good white ball players. The likes of TKC, Payne, COverton, Smeed, Sowter, Currie etc.

If those prices are correct, then BP haven't spent their full £950k. But for the purposes of calculating their remaining budget, they still have the full £950k being deducted.
It's impossible to know how the auction will go, but those prices would suggest that a fair few players will end up going for a lot more than the minimum £100k reserve price.
I'd suggest that the likes of Overton, Carse, Ahmed and Smith have been overpaid, whilst the likes of Ellis, Stubbs, Khan and Pooran have been underpaid.
