In its final report on burdensome tax regulations, the Treasury Department has called for the withdrawal of Obama-era valuation rules that family business owners said would wreak havoc on their legacy plans. The proposed rules, issued in August 2016, “Restrictions on Liquidation of an Interest for Estate, Gift and Generation-Skipping Transfer Taxes” under Section 2704, would have curbed valuation discounts and meant increased estate taxes on the deaths of owners of family businesses. The Treasury has now concluded that “the proposed regulations’ approach to the problem of artificial valuation discounts is unworkable.” The report says that Treasury plans to publish a withdrawal of the proposed regulations in the Federal Register shortly.

So, it’s back to business as usual for the rich and their estate planners. “The regs were mucking up an area that was already difficult to navigate,” says Richard Dees, an estate attorney with McDermott Will & Emery. Families can go back to wealth transfer planning using discounts without the fear of the 2704 regs looming. Still, you don’t want to be too aggressive, he says.
 
Steam Locomotive 2705 has heritage significance as one of a small class of non-standard locomotives, originally purchased by the Public Works Department of New South Wales to provide motive power for construction trains associated with the building of lines. After being transferred to the Railways Department in 1917, the class provided good service in mixed, stock and goods traffic until withdrawn in the late 1950s at the advent of the 48 class diesels. Locomotive 2705 is significant as one of the last of its class in service, and was retained as part of the engine pool for rostering on the ‘Vintage Train’ before being transferred to Thirlmere. It is aesthetically significant as an example of an English outline locomotive, particularly in its original form, which was quite unlike comparable NSWGR locomotives of the time. Once modified, it conformed closely to the usual NSWGR profile, with tall dome and chimney. It demonstrates an early use of Walschaerts valve gear on a revenue earning locomotive (in fact the first such use on the NSWGR). Steam Locomotive 2705 is rare as it is believed to be the sole surviving Hunslet-built tender engine, and is thus a unique survivor of this small class.

W1.2711 is a 40HRC pre – hardened grade for the plastic mould industry, which is characterized by:

• Good polishing properties
The grade is delivered heat treated 360/400 HB. The steel is melted in an electric arc furnace and refined under high vacuum process (VOD) for efficient deoxidation and desulfurization. This process ensures
• A precise and consistent chemical analysis
• A very low level of oxygen
The steel is then bottom poured in ingots designed to improve chemical homogeneity during solidification, and cross rolled. Segregates concentrated in the upper part of the ingot are systematically cropped.

The Chesapeake & Ohio 2716 is a 2-8-4 "Kanawha" type steam locomotive built in 1943 by the American Locomotive Company for the Chesapeake and Ohio Railway. While most railroads referred to these locomotives as “Berkshires,” the C&O referred to them as “Kanawhas” after the Kanawha River which flows through West Virginia. Used as dual service engines, the 2716 and its sisters served the C&O in a variety of duties until being retired in 1956.

Donated to the Kentucky Railway Museum in 1959, the 2716 has been restored to operation for excursion service twice since retirement from the C&O. First for the Southern Railway dressed up as a fictitious "Southern 2716", and again in 1996 for a few brief excursions in Indiana. Today, the locomotive is undergoing restoration to operating condition under lease by the Kentucky Steam Heritage Corporation.

Soo Line 2718 is a H-23 class4-6-2Pacificsteam locomotive that was originally owned by the Minneapolis, St. Paul and Sault Ste. Marie Railway (the "Soo Line"), but operated by their subsidiary, the Wisconsin Central Railway.

2718 was built in May, 1923 in Schenectady, New York. It was one of six H-23 class Pacific steam locomotives built for the Soo Line. In the Soo Line's naming scheme, 'H' indicated the Pacific wheel arrangement. The H-23 were their last Pacific class built.

2718 was donated to the National Railroad Museum in February 1958. The museum used it for a few years to move cars around the grounds. It also saw limited service pulling the museum train.
 
The 2719 was built in May, 1923 in Schenectady, New York. It was one of 6 H-23 Pacific class steam locomotives built for the Soo Line. It operated until the mid-1950s when it was overhauled and put into storage. It was brought out of retirement to haul the last steam trains on Soo Line's tracks in 1959. It is estimated that the 2719 traveled more than 3 million miles during its time on the Soo Line.

2719 was then given to the City of Eau Claire, Wisconsin and displayed in Carson Park until 1996.

SEPTA 2723
The Philadelphia Transportation Company (PTC) had a large fleet of PCC streamliners, of which 2723 represents one of the post WWII models. Originally built for service on the busy 23-Germantown Avenue line, the car came equipped for 2-man operation. While two man crews were the norm during the heyday of the trolley (1900-1930), it was almost unheard of in 1947, but traffic on the route more than covered the extra operating cost.
