It's a joke OFH - and they won't heavily penalise clubs as they're too scared of legal action. Rugby union is the same - there are very clearly a couple of clubs who are so outside of the salary cap it's embarrassing but nothing's ever done about it.
FFP and fit and proper person test have no value when the people who designed these systems will not use them.
