Reading between the lines having listened to civil servants, I get the impression he didn't follow protocol for chain of command. In brief, he's top of the tree, he shouldn't really be dealing with anyone in respective of working standards, albeit there is no rule to say he can't. However, it would have been better handled if he had been talking to the chief below him and so on. As the top boss he should just be smiling nicely at everyone and pretending he knows everyones names. But hey ho, life goes on. It's bit like the owner at Chelsea walking in the dressing room to bollock the players scenario, instead of leaving it to Lampard.
