I think part the problem here is that any nut job can now go on thee loose with a knife, strap anything that might resemble a explosive vest and cause what we label as terror. Problem is they are just nut jobs, they have no regard for their own life, and strapping something to them, is an easy way to get taken down, ie suicidal. Which ever way you look at it, it can still be a case of mental health, but just one that has taken to a set of beliefs or grievances that has turned them kamikaze in nature.
