There's a great deal of what-ifs there. We could have three great players for each position and not be insulated totally against injury/loss of form. Fact is, right now we have 7 players for three roles, none of whom are leaving the club this window. That means we work on the positions we really need to reinforce first.
 
We were actively monitoring and bidding for a target man in January (when Gallagher and Rodriguez were still injured and it was thought Jay would still leave) according to the ITKs. Now Ron doesn't want one, so he must have seen enough from the players at the club and those returning from injury to change his mind. We're just fine.

Now I would like Toby Alderweireld, 2 GKs and a CM pretty please!

We want two cm's.
 
I think what they mean is that they don't see a striker as a priority. After all, you don't want to buy a striker then miss out on a goalkeeper because you've spent the money already. We have players we want in order of importance...get what we need and then we can look at other positions.
 
If this is true then we need to change our formation. I would like to see something more like this

More of an arrowhead with mane and jay rod playing off of pelle jwp and a new cm free to drift wide with wanyama holding and fullbacks playing as wingbacks. This would let us have more creative force up top and then tadic and Juanmi can interchange with jay rod and mane. Pelle and long options up top.
 
Disappointing if we aren't after another striker this season. We had a title-worthy defence last year and a mid-table attack. I suppose they're hoping Juanmi and Rodriguez score goals but that's a big ask considering one has to adapt to a new country and the other will have gone almost 18 months between competitive games. Oh well.
