Do you mean the brownfield sites that most local and planning authorities would love to see developed due to their derelict nature but are in private ownership looking to develop them for maximum profit aka non affordable housing. The same private ownership that declines planning permission on condition through social clauses that a proportion of the development must go toward affordable social housing?
