I'm really quite confused by the FFP stuff. I don't see there is a disincentive. Isn't it just a financial penalty? The accounts come out twpo years later, or thereabouts - you don't get relegated or points docked for it. If you're a billionaire and get promoted or stay in the top division earning nearly £100m for just that, then a slap on the wrist of a £1m or even £5m is nothing (especially if you budget for it). Getting relegated and losing 80% of your income, despite the parachute payments, is the only real disincentive. Lose the parachutes too, and you really have an incentive for people not to buck the system. Someone, please explain to me in plain english what the real FFP carrots and sticks are.
