It's a good letter, I wouldn't expect much more than that but the choice of language is decidedly more positive and clarifies at least that it is arbitration with a view to concluding the matter. Perhaps the Saudi's weren't willing to do arbitration, but Ashley is doing it on their behalf? It's possible - and supports Windy's view of why the QC Fatima is involved.

It's just been really hard to establish facts, whereas that letter confirms without doubt there is arbitration and that its' purpose is to conclude the proposed takeover. It's comfortably the most positive piece of news we've had in the last 1495 pages. Supports what Windy's said from his sources, as well as some from CC, etc. It now looks very likely that Ashley is taking the arbitration case on behalf of all parties - presumably this is to do with the culture in KSA, with Ashley saying "I really couldn't give a **** about my image, I want my money so I'll do it for you - AND I'll foot the bill". The consortium - who presumably have access to certain info we don't - are now suggesting there's an arbitration panel that consists of Kevin Keegan, Geordie Dancer and Ant or Dec. From the wording, it seems Masters stance has softened - which is interesting timing given the Middle East proxy war thawing out. I actually feel now that perhaps a positive end is within sight. At a wild push, Benitez is in the final year of his Dalian contract but presumably can get out of it relatively cheaply and I would imaging a fast, popular appointment that would easily steer this squad to safety and to stabilise the club ahead of more progressive appointments. Would like Ginola brought in as DoF as well. For a laugh.

I understand this line of though but my question would be why would Ashley be doing this if not to push the sale through? He has pocketed a £17m deposit if it doesn't and can start again with a new buyer if he fancies. Unless its to sue the EPL directly for failing/not making a call on the takeover I can't see any reason he'd bother going about all this himself.

It wouldn't. But it says that the takeover is ongoing. He could have used the words withdrawn, rejected or failed. He didn't. He chose 'proposed.' The conclusion must be that PIF are still there.
To protect the value of his asset. If he can prove the PL should have accepted the deal it opens the door for him proceeding with legal action to source the lost value he will lose. If he wins arbitration he wins 300m. Via the sale of the club and whatever compensation he receives.

Please accept my apologies for the delay in replying, I have received a huge increase in correspondence during the current pandemic including many people needing individual support. I am also still awaiting the additional documents referred to in the first half of the letter. As you can see, they haven’t provided a comprehensive answer. However, I do hope that the pressure from Parliament has helped to put pressure on the organisation and reminded them that their actions are open to scrutiny.
