Surely you check the little boy's pulse, then once you ascertain his heart has stopped you attempt emergency CPR. If you've done this and it's failed (even though we were trained to do it until you physically can't, which he definitely still can, because he's still got enough energy to stand up and play angry birds on his phone), why would you tip him back over and leave him face down in the water again?
Is he not writing on a notepad or something, to log the finding? Would it not have been clear to when he was discovered that he was dead, no chance of resuscitation?
Well yeah, common sense says that the kid is dead, but surely you check? I'm trained to resuscitate if there's no pulse, I guess these guys are not, they probably just poked the kid with their boot and pronounced him dead. I'm not trying to say he could have been saved, the kid was defo dead.
