To be fair, he was right when he said the UK wasn't going to be hit by a hurricane. It is scientifically impossible for a hurricane to hit the UK.
Depends on what definition of "hurricane" you use. Strictly, a hurricane is one of those tropical storms that originate in the Caribbean and move up the east coast of America. However, on the Beaufort Scale, anything of Force 12 or more, i.e. 64 knots wind speed, is hurricane force.
