The upkeep of old grounds can make building a new one cost effective, especially if you can sell prime development land in city centres. Obviously having greater match day revenue is going to be an advantage in such a competitive environment, it's just not as critical at PL level as it is lower down as it's less of the proportion of overall income.
Then you get relegated and have 10,000 supporters in a massive stadium which you can't afford to maintain. Not as simple as build a bigger stadium = more income.
