This is the thing though - I don't think there will be a "fall guy" or a "scapegoat" like some big cover up. I think that language is dangerous as it implies KLD was so invested in it that he signed off on the designs.

I think there will be somebody to blame who was actually responsible. Not somebody to take the bullet for everyone else.
