He believes that clubs should have to live within their means and anything above and beyond must be paid upfront by owners into an escrow account.

Basically once you pop FFP a players transfer fee and his entire wages for the entire length of contract must be paid upfront into an escrow account and if clubs can do this then crack on.
 
Another option in England would be to scrap the parachute payment.

Clubs at the moment are tempted to over stretch themselves simply to have the riches on offer by 1 season in the PL and the 3 years of parachute payments. It's simply not worth it.
