There are a few fringe players that could go and the likes of Feeney back to Backburn, but I doubt any fees and wage savings would be on a scale that would release sufficient funds for a player(s) of a better standard than we've already got.
To improve quality, Tan would have to sanction some capital spend and that could jeopardise the fine line that is the FFP rules. We sailed pretty close for a couple of years and seem to have got back on track.
Now that the revised FFP rules allow a three year period to accrue the £39M losses allowed rather than the £13M per year, it would be a massive gamble to spend heavily now and fail to go up. There are other clubs trying it, Wolves and Derby for instance, but someone is going to get burned.
