Yeah I'm guessing it's made up. Or at least greatly exaggerated. His quote says "basically confirmed". It that is what the PGMOL confirmed there would have no reason for Neil to say basically. Either they said it or they didn't. I highly doubt the PGMOL would get in contact to say that something was "soft" and "arguably shouldn't have been given". If they contacted clubs for every decision like that, they would never have time to do anything else. Maybe it was soft. Maybe you could argue against it. But it wasn't an outright howler that warranted an apology.
