Foreign loans didn't count last time we were in the PL, and despite the fuss about Watford last season I've yet to see them confirm any changes to the rules. We made Gardner permanent on the day we brought King in, but it was to free up the loan space for McShane (who joined not long after). We wouldn't have been able to do that if foreign loans counted as the FA/PL wouldn't have accepted "we're going to make it permanent in a few months" as a reason to bend the rules.
Did Bruce say that he was there or was he spotted on TV? I just find it hard to believe he would go to watch Derby which didn't finish until 4:45 and then make the 1.5hr journey back to the KC before travelling to Chelsea on the same night. Unless the team bus picked him up on the way?

Why would he go back to the KC? Why wouldn't he just head straight to London? My friend spoke to him outside the stadium after the game, but it was mentioned shortly afterwards on the radio that he had been spotted in the stands with Stan Ternant. Who's our chief scout is he not?
If his wife and daughter went to Chelsea, he could've headed home (the Midlands, somewhere?) and travelled down with them on Sunday. Hence his posh whistle.
