It's the problem with handball rules in general: there's almost no such thing as a deliberate handball! And as it stands, there are two options: a game-changing penalty, or no action at all. So support the Schad Rule: all "yeah, it was a handball but he probably didn't mean it" situations result in an indirect free kick inside the box. Because IFKs from six yards are silly fun but they aren't a 75% chance of a goal like a pen.
