Rice doesn't need to grow under water but it can so they chose to grow it under water so that nae weeds or other **** can grow along side it.

You are quite correct my learned friend. Other bonuses that the standing water gives are it acts as a deterrent to insects that threaten the rice, such as, oh I don't know, but off the top of my head the dreaded armyworm and the horrible chinch bug. The water also acts as a kind of temperature control for the crop.
There is definitely a grain of truth in that statement!
