The only problem with this is how do we define who is an "expert", and then of course, who should sit on the panel...
obviously Mark Lawrenson should be on that esteemed panel, then I'd have Simon Cowell and Wayne Sleep.

As an alternative to pens, I'd like to see, after extra time, a second ball introduced after a certain time (say, 5 mins), then a third ball brought on after 10 mins...etc...first goal wins... Or... After extra time, every 5 minutes, each team loses one player, to be replaced by a fan of each team via a raffle, (ticket/seat numbers could sort this out)! Would be great!
A good time to slag off the penalty shoot out. 120 minutes of snooze -ball League 1 play off -then that shoot out. 22 players involved and missed by the 22nd.Maybe the greatest penalty shoot out ever!
