I thought National League was full time professional and National League North and South were semi pro. If a club gets promoted to National League they may take a year or two to go fully professional.

York remained fully pro in national. League North. It's not as simple as the league they're in. If finances permit they can be a professional outfit at that level. Some are, some aren't.
No, there's no rule that says you have to go professional, many teams that come up too quickly don't bother and the ones that go down try to stay professional in the hopes they can bounce back. Some go back to being semi-pro, like Boston and Darlington did.
Let's face it any club isn't want to go from pro to semi unless they can help it as its a step further away from reistically competing for the football league, as most in tiers 5 or 6 still aspire.
