To be fair its a brillaint record across the board for a player many write off annually. Almost a goal/assist a game. And believe me, hes anything but easily dealt with by better sides. Hes made big impacts in many huge games.
He doesn't score in the big games. I can't think of many big games since beginning of 2013 he has had a big impact on. Even when he scored in the qualifiers against Poland and Montenegro, his performance was poor. The last big game I can remember him making a big impact in was the derby in Dec 2012. He is past his best.

Very good player. Has hit his peak over the last 2 years. Before that he was good, but never really hit the heights. Also still has problems with discipline. Doesn't really score in the big games, although he has performed quite well in some of them. Is he one of the best in the world as he is often held up? He needs to do it a little more when it really matters to put himself up to those heights. That will have to be at club level mainly as Uruguay are not often going to give him the big games in his lifetime.
Before Rooney is 'written off' you have to be fair to him and play him in his best position. You cant write him off because he didnt excel out of position, thats like saying Milner is rubbish because he was poor at right back! He should be played upfront with Studge or just behind him.
He has to this point. Liverpool appear set to play many big games over the next few years. He does well or Uruguay, got a great record. Got a great record for Liverpool If he can now do it in the Champions League or the big games in the PL, it'll conirm with the elite.
I wouldn't write him off, but he wouldn't be in my starting eleven. Still a very good player, we just have better in the two roles he needs to play in.
