Maybe, but as I’ve pointed out previously the company that procures PPE is a separate private organisation owned by the Govt.
It may therefore be the contract was with that company rather than the NHS. Private/private rather than public involvement.
One of the risks of privatisation based on the fallacy that the private sector is by nature more efficient.
Either way the contract management for something put in place to mitigate the highest known risk the country faced has been shoddy at best.

If it's run by the Government of the day, then it's clearly not in the private sector - it was set up to stop the inefficiencies within the NHS and centralise NHS purchasing - and that's exactly what its doing
