Green's got enough **** going on, I doubt he'd want the added grief of being a football club owner, though he was involved in a bid for Everton ten years ago (despite being a Spurs fan). There aren't many other possibilities, Stephen Rubin's the only other Billionaire I can think of.

Yes they have. I was once sat with one of them, a relation of thiers ( who was involved in local semi pro football) and a friend of his, who I knew. It was in the days when 4,000 was a good crowd at City and the Healy used to sit at the back of the West Stand in disguise as not to attract attention. From memory the stumbling block was that if they put anything into City they would get every Tom Dick and Harry in the city saying 'what about us?' I don't suppose the agro the Allam's have been getting will encourage many local billionaires to step forward.
The only reason the Allams got any grief was due to their twattish behavior towards the fans. Any owner local or otherwise would get the same if they did the same.
