Let's be serious here, if any multi millionaire hasn't got "funds" stashed away all over the world (esp Switzerland and their like) then they must have won the lottery rather than made it through business.

If he used money he has effectively smuggled out of China then surely the government wouldn't be best pleased

I don't think he would be able to get this level of funding out of China without there backing

 

A bit of googling suggests you can get permission from the Chinese government to take more money out of the country. I would think you could also do something by moving money through Hong Kong or Macau.

Possibly. There wouldn't be any guarantee that he or Lander would get permission and that might explain why this has dragged on so long.

I'd be surprised if any Chinese businessman thinking of moving money abroad didn't have investments in Hong Kong or Macau though and I think Lander have business links to Macau. Moving money from there would be much easier.
