Well indeed, that is true. The whole meaning of strengthening a squad is to make it stronger. So players that used to be on the radar, and who remain, must be deemed as being in that category as being able to usurp those players who currently occupy a first 11 position. Or more basically, you bring in strong competition for places. Not someone who will happily sit on the sidelines all season until called upon when someone else receives an injury. Almost incrementally, you end up with a very strong squad of players.
