I doubt it. It was obvious when they published the stadium map and the stands were aligned the same way to the pitch in both grounds that South Standers were going to go to South Stand, Kempton to East, and West to West. If anything you'd have expected to get a few South Stand seaters moving to the East Stand (people who wanted to be Kempton but also wanted/needed a seat).
When the stadium was being built, there was a fans forum that was broadcast on the Radio. Adam Pearson mentioned that he wanted to encourage the kop to be in the South Stand, but the feeling at the meeting was that people would prefer it to be the East Stand, so Adam Pearson there and then agreed to adjust the pricing to encourage the singers into the east. It's possible he was aware of popular feeling and his plan was for them to be in the east all the time and the move was a publicity stunt to bond him with the fans, but i didn't get that impression so if it was a scam, I bought it.
