FFP rules are not gonna work because the likes of City are just getting gigantic sponsorship deals from companies that they own, and Uefa are too weak (and corrupt) to stop them.
This quest for parity in football is naive, some clubs will always attract the top players whether we have a cap or not, the lure of playing with the biggest clubs in the world is too great, prestige plays a big part in all this - some clubs have prestige, others don't, that will NEVER change.
To whoever wants him. Its not a case of allowing him back we have to let him play, after the game when he refused to warm up RM said he will never play for us again, i am sure his legal team has made it clear if we do not play him we will be in breach of contract so we have no choice.

Billionaires aren't stupid. If City are sanctioned they will merely appeal va CL suspension or a transfer league embargo until necessary. And then meet the critieria on THEIR terms. We will have to watch this summer. Whist I share your doubts about the FFP rules, and their potency, I think there will be some effect. I do think that Man City missing out on the league title would be a huge boost for football in general. Certainly if Man City are cut out of Europe there isn't a soul, not connected with the club, that wouldn't stand up and applaud UEFA for doing it. In the end, it is UEFA's competition and they can exclude anyone they want. With Man City so poorly supported (generally speaking) it isn't going to hurt UEFA to kick them out.
I did hear there was some sort of legal obligation, ie he had to make himself available for selection due to some financial implications ? I just found it funny that the day he said he was going to return he also went on TV in his homeland and basically slagged Mancini off. It seems he is making himself available but still trying to make it hard for Mancini to want to select him. The bloke as so much talent but zero class. I'm just suprised the players are so eager to have him back in the side.

The problem for AFC, as I understand it, is that they are trying to get their wages bill down. They have created a culture where young stars seem to get paid incredible sums so that AFC hits a "ceiling" very early on in the player's career, leaving the club no where to go. Before £ity came along with its countless millions, this was not a problem, since the AFC boys were unable to command higher wages elsewhere. But with £ity able to write blank cheques for players' wages, players like Clichy, Nasri, and now RVP are able to command even higher wages, as they get older. What AFC (and other clubs) need to hope for is that the new "Fair Play" rules come in quickly and are rigorously enforced by FIFA and the FA, to stop this kind of mercenary poaching. If £ity do manage to get RVP, and provided he manages to stay clear of injury, the will present a formidable force.
Arsenal should cash in on RVP while they can. Livepool got 50m for Torres despite the humiliation of losing their best player to a rival. Equally, Spurs should cash in on Modric while his kudos is high... to United or even PSG if they do not want to deal with Chelsea when Harry leaves. If Spurs or Arsenal choke their CL spot, they'll have to sell to balance the books and Modric/RVP will want to go
