But surely they must go hand in hand - without the money how do you attract the best man/men/managers/players to your club?

Your second statement is true but your first isn't.
Having lots of money is a necessary but not sufficient condition for sustained success.

Yet that money also keeps players out of the reach of other teams regardless of whether the manager is the right fit

Look at the Thaksin Shinawatra Team under Mark Hughes: they were buying players that would've been transformative for a midtable team but not enough to make a Top 6 team a title challenger such as Alvaro Negredo or Roque Santa Cruz on grossly inflated wages which meant that other teams in that bracket wouldn't have been able to have them

And that's what Chelsea are currently doing, albeit at a higher level as they're hoovering up players a Top 6 club could use to have a crack at establishing themselves in the Top 4 for a few seasons, so while their form is ****e they're also hoarding resources for a couple of seasons minimum
 
Let’s not forget that Spurs are one of these “money” clubs. Annual income of £442M, 5th largest English club income, 9th overall. More than Arsenal.

And in the case of the latter, all of this was achieved by Spurs :

1 progressing ON-PITCH, while having neither the CL piggy trough,
and being in a stadium with only 60% of the capacity, to the point ...

2. where them lot were usurped, starving them of CL money thatl
