Your first point is the reason why he can't be allowed to write the loan off. Chelsea would be receiving a gift from a sanctioned person.

That leaves a big difficulty with the sale. The Government probably needs to confiscate the company that the loan comes from first.

I do not immediately see how the Roman loan debt issue
is being resolved here (it would cost those concerned
nothing to publicly state it - whether the hacks report it or not) .

Police all over the country breath a sigh of relief, as Millwall's play-off chances take a big hit.
Luton lead at home and now Bournemouth are ahead against West Ham's mates.
It would take a massive reversal to rescue this now...

This would've seemed very strange only a couple of years ago.
Who will win today's managerial battle between Steven Gerrard and Michael Jackson?
Insert bad song title jokes below.

Transparency? I may have misread it but that article does not explain this situation at all. If the loan isn't repaid then who is it owed to? Does it disappear? Can you now just give however much you like to a team as a "loan", which if it has no interest and doesn't have to be repaid isn't a loan is it? The fact that this deal is apparently done but nobody knows the details stinks of a big stinky thing in a bag of stinkyness.

They needed to better Northampton's result at Barrow by five goals to overtake them.
It was 3-0 to Northampton after 22 minutes, but Barrow nicked one back just before the break.
Finished 3-1 and Bristol's scoreline means that they leapfrog them into automatic promotion.
Northampton miss out on goal's scored. Ouch.
