I think as long as Citeh can simply write themselves a cheque from another "completely unrelated" company for sponsorship etc, then the spending isn't going to be much restricted. I suspect UEFA do not have the will to tackle this either, and that there will be (un)intended consequences on smaller clubs as there is now.

Will the 25 players include those on loan?
Add to that how they can move players from one franchise to another, like the Mansour Empire did with Lampard and Mooy and the Taurine Empire's done with countless players, Keita being the most obvious

Yes, the 25 is to include players to be loaned, it's directly aimed at clubs like Chelsea stockpiling players. It's unclear what happens in Italy about part-ownership and the like as Juve seem to have interests in half the players in the league.

I recall that there was reference to tracing related companies so as to avoid obvious circumventing of the laws' intentions. Of course, it's all in the application but these rule changes have come about because of clubs that 'have the ear of UEFA' complaining (Barcelona drove the 100m Eur net spend limit after losing Neymar) and the new head Aleksander Čeferin, is known to have a greater interest in supporting smaller clubs from less powerful nations. The third UEFA competition will probably be aimed at such clubs.

Anyway, it can't hurt a club that lives within its means and concentrates on nurturing young talent.

The issue is that still won't stop the Taurine FC Empire of Sheikh Mansour Dynasty skirting the rules by transferring players between themselves (unless there's a provision for that hidden away somewhere)

My first football shirt was Blue with a white V neck. It got washed with other stuff I ended up with a Blue shirt with a pink V.
The only place fro pink in football is Dulwich Hamlet with their deep pink and blue.

It literally couldn’t have been worse. Other than West Ham winning 2 weeks ago aswell.
Dreadful couple of weeks of football.

I really hope this doesn’t become a hangover on Tuesday in Europe.
