No not assault, it was the manner of it, if it was the start of the game and he just walked up to Oiliver and did that before talking to him, it would be fine but in a position of challenging his authority, if he let that go.. apart from the obvious looking weak, Oliver's bosses would be pissed at him

Raising hands to a red is a Steiger red though but as it was a grab rather than push could be a 2bd yellow...
