You'd have thought the insurance companies might have spotted the frequency of this bloke's fires long before the Bradford incident . And what a horrible guilt trip for the person who has thought it was his fault all this time - if Heginbogham is responsible.
The judge who presided at the inquiry is effectively saying now that, OK the chairman started all those other fires but not that one. If the inquiry had known of the previous fires, looking into them would have been a major part of its work.
