I checked when the McManaman incident occurred and the rule has not been changed as far as I could tell.

There was an announcement about the non-interference rule as a consequence of the McManaman tackle. That's how I know about it. Perhaps you missed it..?

Here PSF. I read the news on another website which talked about a change of ruling. Here it is termed an agreement and I guess the website I read it from may have misunderstood it as they were reacting very quickly. The FA has no choice if Chris Foy or any of the officials saw it and took no action at the time. They can't do anything - the FA are not to blame here.

"Not to blame" as in they can't do anything on this occasion, however who writes the rules. Ultimately, they are to blame.
 
This is what is really wrong with football. So many things like this are so easy to put right but Twatter just spends his time between delivering stone-age soundbites and divvying out the FIFA cash to his family.
