I thought what Scarbs said about the vent was the most likely scenario, that it was just to help the flow over the step. But it's interesting that they have another vent beneath the cockpit. Suggests they do have something, somewhere they're either blowing or cooling. Surely they could've just done away with the bottom vent and used the air from the step vent to replace it.
I think the lower vent is to aid in the blowing of smoke up Webbers backside when they are trying to convince him he's on an equal drivers status as Vettel ;-)

Well, yallaf1.com is reporting AMuS's speculation that Red Bull are wondering whether to revert to the original spec car for Melbourne. That may not be a point of substance but "there is visual evidence that the exhaust gases on the revised layout 'are not going where they (Red Bull) want them to go'." A bit of heat shielding isn't going to redirect the exhaust.
How dare those exhaust gases disobey Newey! Perhaps they're sick and tired of being told what to do for the last 2 years
