I believe we would see a lot more of it if there wasn't hugely severe punishments for it.

Society works because there is a threat of punishment, or fear of being socially outcast - especially when you have a career, mortgage and children to consider. Without a threat to any of those I think you would find the likes of rape being a lot more common, as it is in war torn Africa.
