I remember the Premier League fining Wolves for playing an understrength team at Old Trafford about 10-15 years ago, because apparently there's a rule that teams need to play their strongest side. I don't know how that works, who gets to decide it or why the Premier League get to dictate who a manager should be selecting from his 25-man squad, but I've never known that rule be enforced any other time
