But the only way to get promoted back to the Premier will be to build enough profit to repay all bar the initial £1,000

Right. New format tables. No rule changes made, merely presentation. The net amount advanced determined what League you were in (ie £1,000 net advance placed you in the Premier League, £2,000 net advance placed you in the Championship etc). Now the presentation is in 2 Leagues. £1,000 net advance places you in the Premier League, over £1,000 net advance places you in the Non Premier League. For those not in the Premier, you can still only repay £1,000 at the end of the month, and only when your net advance is back to £1,000 will you be promoted back into the Premier. If your balance reduces to zero, the rules are exactly the same except that you move into/stay in the Non Premier League
