Along the right lines - if you think hard enough the answer will come in a flash. It was once in the same county as the highest football league stadium in England and Wales (highest above sea level).
 
I really need the name of the village or county for this one because districts like the lake district or Peak district are too large. The football stadium helps a lot (If you use older county boundaries).
 
It is indeed Flash in North Staffordshire at around 460 metres above sea level. There was some opposition from a village in Dumfries and Galloway but the ordnance survey measured the highest building in both and declared for Flash. It is only just in Staffordshire, about 3 miles from Buxton. West Bromwich Albion is the highest league ground and was once in Staffordshire. Over to you Yorkie.
